vision was announced by the Namibia Rugby Union on Thursday.
They will play their fifth game of the competition at 17h00 on Saturday at the Hage Geingob Stadium in Windhoek.
Speaking to Nampa on Thursday, Welwitschias coach Lyn Jones said the team understands what they need to do ahead of the clash with the Eagles.
He said they are working on improving each section of the team, but while they are busy with one section, the other is not that strong.
?It is costing us matches but I am confident that by the time we are done with the whole team, we will be able to compete at the same level as big teams in South Africa,? Jones said.
The coach added that going into their weekend fixture, they just have to hit their opponents harder and also learn how to be tougher in matches.
?If you look at the way this team was last season and now we have really improved - winning two games now compared to not winning any games last season,? he said, adding that they had made big strides and by 2019 they would be where they want to be.
Jones added that with better financial injections, the team will do wonders.
?We all know our players are not full-time players and need a lot of training to keep them at the same standard as those professional players. All that can be made easier if we had a lot of financial injection which will make us host more training sessions,? he said.
The Welwitschias are currently sixth on the log on nine points.
Players in this weekend?s squad are Desiderius Sethie, Niel van Vuuren, Nelius Theron, Mahepisa Tjeriko, Ruan Ludick, Rohan Kitshoff (Vice Captain), Max Katjijeko, Christo van der Merwe, Eugene Jantjies (Captain), Theuns Kotze, David Philander, JC Greyling, Lesley Klim, Russell van Wyk and Mahco Prinsloo.
The substitutes are Orbert Nortje, Andr? Rademeyer, Hauta Veii, Adriaan Booysen, Thomas Kali, Cameron Klassen and Johan Tromp.
Before the Welwitschias match there will be a curtain raiser in the Gold Cup between Western Suburbs and IMT Sishen Rugby Club from South Africa at 15h00.
