Two Chinese nationals accused of killing a 32-year-old man at Andara village in the Kavango East Region were denied bail on Tuesday when they made their first appearance in the Rundu Magistrate’s Court.
The 29-year-old Xuefeng Chen and Zhenhai Zhou, 31, appeared before Magistrate Sonia Sampofu, who refused bail because of the seriousness of the offence and for their own safety.
Bail was also denied because investigations are at a preliminary stage and because it is not in the public interest or in the interest of the administration of justice for them to be released.
Xuefeng and Zhenhai, who own shops at Andara village and Divundu in the Mukwe Constituency, both face charges of murder and of contravening the Arms and Ammunition Act for discharging a firearm in a public place.
They were arrested last Wednesday in connection with the murder of Andreas Hausiku, who was believed to have formerly worked for Xuefeng.
Hausiku had apparently gone to Xuefeng’s business premises at Andara to enquire about his final payment.
“According to information received from the investigating officers, the wage confrontation resulted in an altercation and the suspect was overpowered,” the police said last week.
Xuefeng then allegedly called Zhenhai from Divundu, who reportedly also showed up with a firearm.
Public Prosecutor Steven Haradöeb represented the State, while Leena Shikongo from Metcalfe Attorneys represented the two accused.
Their case was postponed to 22 July 2019 for further investigations.
Meanwhile, members of the community led by a civil society movement held a peaceful demonstration outside the court before handing a petition over to Haradöeb.
The community called for the refusal of bail.
“We the undersigned, as concerned Namibians and community members, herewith and emphatically oppose bail for the two Chinese who shot and killed their former employee, the late Andreas Hausiku,” they said in the petition which was read out.
It also said Namibia’s Constitution protects and values the lives of its citizens and called for a stiff sentence for the accused.
